For CA residents - can Cal grants be extended after 4 years?

I already messaged my school's financial aid office and the program in charge of Cal Grants, so I'm hoping to receive feedback from other CA university students/alumni in the meantime.

I'm a transfer student who started a new university back in Fall 2010. Before that I spent 3 years in my old colleges taking a variety of GEs but unable to fulfill most of my major-related courses, due to being unable to obtain them due to schools' budget cuts and changing my major mid-way. Therefore, I am identified as a junior level in my new university, but I'm taking first-year major-related courses.
I realized recently that Cal Grants fund students for up to 4 years. Does those 4 years mean according to my academic level (such as freshman, sophomore, etc.) or according to how long I stayed in college)? Is it possible to extend my eligibility of Cal Grants since I will be staying in college for more than 4 years?

You can only get the Calgrant for up to 4 years.
