Are you asking whether you can get credit towards graduation course requirements by passing the placement exam and competency exam? I think the answer is no. You may be able to get elective credit if you have gotten a 5 on the relevant AP.
If you are a foreign national and native speaker of a language other than English, you may not even have to take the placement or competency exams, but you won’t get any credits.

If you want to look at it that way, yes. If you pass the competency test, you will not have to take any language courses to complete the general education (core) requirements. So if you were counting three quarters of a language as part of your core requirements, you have three more courses freed up.
