Foreign Language requirement for College of Arts and Sciences?

I am confused on this. Are all CAS students required to take a foreign language or show proficiency in one to avoid this requirement?

Students can show competency in intermediate level languages to test out of their foreign language requirement. Note that the degree check sheet shows a minimum of 0 hours required for the gen ed.
