Since they're located in West Campus, and apparently West Campus is only for tranfer students and upperclassmen, does this mean us freshmen can't room in a language house? :/

because one is expected to only talk in the given language…they reserve the classes for upper classmen…

All freshmen live on North Campus together. You can choose a North Campus program house if you’d like, but otherwise you can live in a language house on West starting your sophomore year.

And Cornell assumes we’re not competent in the language?

That’s not the reason why. The reason is that freshmen live in the same community - North Campus - instead of being spread out all over the place. On North, you can live in a dorm, a townhouse, or a program house, but unfortunately there are no language houses. You still have a decent variety of living styles to choose from, though.
