How can I eliminate stupid mistakes?

I've taken 3 practice ACTs thus far, and I haven't been very satisfied with my scores. I always think that I do great on them, that is before I look at the answers and correct them.

Once I mark the ones I get wrong, I look at the explanations to see why I didn't get them right. It's pretty much all because I made stupid mistakes. Rarely do I get a problem wrong because I just didn't know how to do the question, or that I had absolutely no clue and just guessed. The English section frustrates me the most. I often find myself going "GAH! I knew that...". The question always seems so obvious once I see the answer.

Same thing in the math/reading/science sections.

Is it just a matter of slowing down and taking your time? I always go back and look over my answers since I'm a fast test taker and I have a lot of extra time, but I never catch these mistakes when I do.

It frustrates me because if I were to eliminate these stupid mistakes I could end up with a score 33+ instead of my usual 28/29.
