I am an international student. I was recently accepted by Georgia State University. I got a 100% out-of-state fee waiver scholarship. So i need to pay only the in state tuition fee, which is within my affordability. On the scholarship letter there was some terms and condition. One condition was that my tuition fee waiver depends on the Availability of funds. So does it mean I might need to pay the whole tuition if during any year of my 4yrs they have a lack of funds? If there is anyone who got this scholarship too can you please tell me about it?
And btw it would be helpful if anybody can tell me more about GSU and how will it be for a international student.

Yes, that condition means that if they run short on funds in any year, you won’t get the waiver for that year.
I would guess that they are required to say that since they are a state school and don’t have direct control over their own budget. The state legislature decides how much money they will get each year, so they can’t be sure what their budget will be from year to year. So they have to say the funds aren’t guaranteed just in case their budget gets cut . . . but that doesn’t mean it will happen.
I’d suggest contacting the financial aid office and asking if they expect there to be any problem with you getting the waiver for all four years. They’ll probably tell you not to worry about it.
