<p>I’m unclear on what you’re asking. Are you looking to study abroad for a semester or matriculate at a German university? Are you looking for a school that requires the SAT, presumably because you have a good SAT score that you want to make use of?</p>
<p>As for not requiring you to take German, do you mean they don’t require you to take additional German courses or they don’t require you to know German? If it’s the latter, you’re probably out of luck. There is a certain minimum level of German skills required to study there. While many graduate programs are taught in English, that is not the case for undergrad degrees, and you will need to know German to study there, just like a German student would need to know English to study in the US.</p>
