Getting into a class off the waitlist?

I'm in quite a pickle at the moment. I was planning to take CS31 over the summer at a community college but it turns out the university does not allow this if you have 105+ credits.

I am a first year chemical engineering student and I desperately need this class for next year. It is required for 109 and thus the 101 series. 109/101A are only offered in the fall so if I do not meet this requisite by then, I will be unable to do these series. This leaves me with a limited amount of potential classes to take next year (not including GE's). These are 100, 102A and 102B and the remainder of my lower division courses. I refuse to pay full price for tuition/housing and be limited to this workload. I understand I can take a GE each quarter, and I would likely need to do this to remain a full time student.

So, unless there is some way of avoiding this situation, I would like to try my best to take CS31 spring quarter. Unfortunately, the class is full and I believe the waitlist is nearly full as well. I cannot even waitlist this class at the moment because I am registered for 19 units so I would either have to drop a class or petition. Before I sacrifice another class, I'd like to know whether it is likely to ultimately receive credit for the class, starting from the waitlist.

One of my professors explained that almost all of his students on the waitlist ended up in the course. However, I'm wondering whether this is typical for all courses or it is a rare occurrence.
