So the thing is I got a bad score on the SAT I but I did well on the SAT II and ACT. I also did badly on both essays for both tests.

SAT: 1990
Reading: 700
Math: 670
Writing: 620 (8 on the essay)

SAT II:
Bio M: 800
Math 2: 760
US History: 790

ACT: 35
English: 35
Math: 35
Reading: 33
Science: 36
Combined English and Writing: 31 (8 on the Essay)

My quarrel is I heard that if I send my SAT II scores and ACT scores I also need to send my SAT I's. Will this leave a bad impression? Do I have to retake the SAT I? Also, how bad is an 8 out of 12 for both essays? Doesn't sound too good...

If you’re looking at top schools, most require the SAT 1 and subject tests OR the ACT. That means you should just send the ACT. If you want, since you’ve already met the requirements, you can send in your subject tests in addition (no need for SAT 1). They probably won’t look at them as much as your ACT or as much as they would have had you sent them with your SAT 1 to meet the requirements. Think of it as sending an extra letter of recommendation. Also, the essays aren’t really a big deal. Just show how well you can write through the common app essays. Best of luck

What you have to send varies and some do require you to send SATs if you send any SAT IIs, regardless of whether you submit ACT. So heed the above and look up the requirement for each college to which you intend to apply.

Don’t worry. Just send them all. Many students in the mid-west just take SAT for NMF verification purpose without putting much effort in it. Your ACT score is great and your SAT2 are good too. There are hundreds of reason to score lower than expectation in a test, but there is only one reason that you score well in the other test.
