<p>If you want to make it the most relevant to yourself and most effective, it'd be the best to make it correlate with your EC's. For instance, if your resume and course listings demonstrate that you are strongly interested in politics/government, then write it about current political issue. It's another good opportunity to give your interests a real focus and make yourself stand out from the application pool. Or you could just consider it as another window for admission officers to get a glimpse of yourself, so if you truly believe that dependence on technology is what that is, then go for it.</p>
