Despite an extensive search of the forums I wasn't able to find this issue addressed:

My private prep HS uses only percentile in determining grades BUT, anything below 75% is failed and the class has to be repeated. Since many/most HS's only fail at 65 or 70%, how the hell does this factor into college admissions decisions?

They also do not calculate class rank. I will receive an advanced regents diploma since I qualify for that(FWIW).

I think colleges will be familiar with the rigor of many high schools, especially prep schools, but for the most part I think an F is an F in the eyes of a college–and obviously an F is not good.

Well that’s definitely a different situation. An F is inexcusable, but they will consider the rigor of your program before they deem you a lazy student if you have a B. There won’t be a quantitative change in your admissions chances , they won’t bump your grade up. But if you have avg letter grade of a B and someone of a low quality public school had B+ avg, your abilities may be deemed at or a little bit above that of the other student.

Yes, I’d agree with that assessment assuming SAT/ACT, EC’s, etc are equal. It’s always the last 5% of seats to fill that are the toughest for adcoms, says my dad who was an adcom member back in the OLD days.
