So the little I understand about the program are the things I have read from the HBS website. It states that one applies in their junior year of college. I will be enrolling at the University of Oxford this October to study Economics and Management. This would be a 3-year course (not the usual 4-year undergrad degrees in the US). In this case, would I be applying in the final year of my degree or the penultimate year (2nd year)?

Also, would not having a GPA impact my application since UK universities don't use a GPA system or would Harvard account for this by seeing my preliminary examination results (taken in the first year of my course).

Apart from that, I understand that leadership is one of the most pivotal attributes that the 2+2 program looks for. What ec's/work experience would you recommend to strengthen my application? I understand that I am probably asking these questions way too early but from what I can make out, I might be applying by 2013.

You would apply in your final year.
GPA shouldn’t hurt you since from what i’ve read it isn’t as important as test scores, essays, ECs
ECs and work experience should be things you are interested and passionate about. The 2+2 differs from traditional business school applicant pools in that it tries to attract students from a wide variety of backgrounds.

Studying economics and management would probably hurt you on the 2+2 application. All the econ/business students I know (from a top private American university) who got into the 2+2 program also got into a top 6 law school. The 2+2 program was essentially trying to lure them away from a top law school, which they could attend right after college.

Yea I did have the feeling that they were really attracting engineering/science based on the contents of their website. I am currently partaking heavily in development projects/micro finance schemes in my home country which is quite relevant to the economics portion of my degree as well. Hope to communicate that to the admissions team since my long-term goal would be to head back home and manage my own business angel scheme targeted at rural regions.

Does Harvard frown upon investment banks/management consultancies? I might be applying for a spring internship just to get some exposure to the commercial side of finance for a change.
