I'm just curious. I'm from NJ and haven't taken SAT II's, but scored a 2070 on the SAT and a 30 on the ACT. Is it worth applying? I definitely have a geographic advantage.

If you apply this November for Fall 2011, no, you will not be considered for admission if you do not take two SAT subject tests in two different areas by the December 2010 test date. It is a requirement. If you apply anyway without the subject tests, your application fee will be a donation to the UC system. No, it would not be worth applying unless you take two SAT subject tests in two different areas by either the November or December 2010 test dates.

If you take a gap year and apply by November 2011 for Fall 2012 admission the SAT subject tests will no longer be required, only recommended and your application would be considered.

UC schools do not care about geographical diversity beyond the requirement for a large percentage of Californians. For OOS they are numbers (tests and GPA) based.
