I think the whole “admission” to a college thing is overhyped. It doesn’t seem too hard to get into OSU.

First find out your school standing in your state. Try and see how competitive it is and whatnot. Also if your GPA is weighted.
Because of your low GPA, you really need to get a good ACT/SAT score. 30+ on the ACT is probably a must to seem competitive.

Your volunteer hours will definitely help you and what do you mean “think” you’re a minority?

I got in with a 3.46 GPA and 28 ACT, although I was actually initially accepted with a 26.

Don’t sweat it. Get a good ACT score, bring up your GPA a bit, and apply as early as you can. I’m guessing that if you’re in state, an ACT score of 27+ will probably get you in.

I think you may be able to get in with a high enough SAT/ ACT, but if your parents require you to have a scholarship to attend, you may not be able to go even if you are accepted.

I assume by scholarship you mean a lot of scholarship money, not just the one or two thousand OSU automatically hands out in merit or the few thousand you may get in need-based aid. If your parents expect you to get a full ride or even a full-tuition scholarship, you may be sorely disappointed by how few are handed out. I am not sure if your parents make too much to get a lot of need-based aid, but I think a lot of merit-based aid may be too much to hope for.

The larger merit scholarships are awarded through the Maximus Competition (to be invited you need a 32 ACT and a high class rank), for which there is both an essay-based application and an essay-based timed writing competition held at OSU. The basic odds of winning either the full ride Presidential scholarship (10 awarded) or the full-tuition Medalist scholarship (70 awarded) is maybe around ten percent or just under, considering there are three dates to compete and about 300 people show up for each date.
