I talked to several SAT prep counselor and they told me that is best for me to start by community college then transfer. But i need a scholarship , and private universities offer more scholarship as freshman..(i already graduatr from High school in my home country). So any tip? I dont know what else to do :(

If you have not enrolled in college, you are considered a freshman (and you will get better scholarships).

But do schools have more preferences for senior year applicants for scholarship rather than a graduated ? Because i plan to prep for the SAT to take it in October an apply for universities ( usually deadline is in december)

Scholarships at US universities are most available to frosh applicants who have not taken college courses after graduating from high school. However, many of the scholarships are limited to US citizens and permanent residents, like most need-based financial aid is.

Getting good financial aid or scholarships as a frosh is usually the cheaper way to go, but if you do not get any such good financial aid or scholarships, then it can be cheaper to start at a community college and transfer to a four year university than to do all four years at the university.

As long as you don’t take college classes, it doesn’t matter whether you’re a senior enrolled in high school, or a student who graduated and is on a gap year.
Unless you can pay $25,000 a year for two years, then full costs at the local university (anywhere from 35 to 55k per year), starting at a community college is NOT a good option for an international student. There are no scholarships for international transfers.
So, your best bet is to try and get a scholarship at a 4 year university.
