There are some state schools that are part of tuition consortia, or which recognize residents of adjacent states, that allow for payment of in-state tuition rates for OOS students. For example, Southern Illinois University grants in-state rates to the residents of “border” states: http://admissions.siu.edu/cost/alternate-tuition-rates/border-state.php
