Help me choosing schools (I am the weirdest case!)

<p>Hi, this is my 1st posting ever, so please help me a lot :)</p>

<p>I've been in the U.S. for 3 yrs (this is my 4th yr)
I was an exchange student at first, then became internationa student, and now I am just regular student (still apply as intl for some colleges)
I just moved to new school this yr again (4th moving. no big reasons )
English is not my first language.</p>

<p>Here's my brief spec..:
GPA- 3.7uw 4.1w (may increase since there are minor errors)
Rank- roughly 10% (may increase in my new school)
SAT- disaster. M670 W670 R520. I am taking again and hoping for 2000-2100.
But avg score for intl student is a bit lower than that of reg. students..
SAT2- taking physics&math2c in Nov. goal score is 700+
APs: Chem Physics Bio Stat USH, plus 3 honors classes taken
ETC: Who's who, NSHSS, CSF member. community service +, visual art</p>

<p>Here's my school list..:</p>

<p>Reaches: UCberkerly, UCLA, UCSD, USC, BC, UMI
Likelies: BU, UIUC, UWsc, UWA, (need more)
Safeties: UCD (need more)</p>

<p>I might not apply to UIUC, UMI, BC.
I want to find some more colleges that give financial aid/ scholarships to international students or some cheaper tuition colleges. Money is big issue for me.</p>

<p>Any suggestion ? Plz help me.</p>

<p>These schools offer tuition, room and board under $25,000 a year to out of state students:
University of Arizona
University of Kansas
University of Nebraska</p>

<p>If Spanish is your first language, University of Arizona may have an advantage in that the area has a large Spanish-speaking community. University of Kansas and Nebraska are always trying to increase their diversity. I'm sure there are other state schools that are relative bargains. You need to look beyond the big name schools.</p>

<p>If you're an international, then Berkeley/UCLA/UCSD are going to be reaches. UCD isn't a safety for you -- no international student can consider UCs safeties.</p>
