I am currently a sophomore at my cc, and I took some summer courses at a different cc this summer. I planned to withdraw from these classes but by the time I decided to, the deadline had passed. So I foolishly decided to refrain from doing the assignments and taking the exams.

Now my question is... I will most likely be receiving F's in these classes for not completing the classes. I applied for financial aid and just received a check from that school today. I had originally planned to omit the summer school grades at this different cc on my transfer application but since the financial aid came through, I'm unsure of my next move (the financial aid would serve as a validation that I did attend that school).

Do I report the F's on my transfer application or simply omit the college/grades (since that isn't even my regular cc)? I have a 3.9 at my present college and wouldn't want to screw up this GPA....

You won't actually report your grades on any applications. You are instructed to send transcripts from all schools that you attended. Even if you sign up for classes at another school, if you withdrew and had a W on your transcript you would still be expected to send those transcripts. This scenario is quite a bit worse. Were I you, I would call the school(s) you are interested in transferring to and ANONYMOUSLY present such a scenario and ask them what the best move would be.

Unfortunately since there is a record of you attending that school, you will have to provide transcripts from that school. Even if you omit the school from your application, you run the risk of being found out. There lies your problem. Different schools have different penalties for omitting things on applications, but if they catch it during the admission process and think it is intentional, then you will most likely be denied admission automatically. You have to weigh the risk vs. the benefit in this case.

If you don't think that you will be caught or think that it will take awhile, then don't list the school. If they discover that you omitted it awhile after you transfer, you'll probably face some disciplinary action, but it could be worth it.

If you do think that you might be caught early on, do not try to omit. Not worth it!

Check the policy at the school in question. (or do what brand_182 said)

Some schools will let you convert and F to MW (medical withdrawal) if you have sufficient grounds. Usually these have to be medical in nature [hint: depression is usually considered medical], but sometimes they allow personal at the instructor/deans discretion. It's worth looking into. If you can get the marked as MW--hard after the fact--then definitely do so.
