So I was given a departmental merit scholarship at michigan of 17k per year. I was also given the option to take out 5k in loans. However, I did not wish to take out any loans, so i declined the offer. Now, my summary says I declined the loan, but it does not have a check mark by declined/accepted the merit scholarship. So is the merit scholarship automatically accepted on my behalf? Or was I supposed to explicitly accept it? Please help??
Call the FA office at UMich to clarify this.

From this page from Michigan it sounds like they’re assuming you want it.
“You have received your financial aid Award Notice. Now what should you do? We assume that you will accept all aid awarded to you and it will be applied automatically to your university charges. However, if you want to accept or decline specific awards or reduce the amount of your awards, there are instructions on this page to help you do that.”
Email them if calling didn’t work. You want it in writing if you need to reference it later. I forgot but think some michigan sites have chats. Try that. https://finaid.umich.edu/
