HEOP students are supposed to get full need met if accepted. That has been the case with both students I know accepted at NYU that way.
If you can get our great @sybbie719 to respond to you, she is the CC member who would know the most about this specific situation. Both about NYU and HEOP.
NYU and good financial aid are never used in the same sentence except for HEOP. NYU HEOP does offer a full need package. However, it does not mean free; there will be loans and yo will pay your EFC.
NYU takes in very few HEOP students so the competition is fierce. HEOP also admits by school.
The stats for HEOP are not that far off from regular admissions. Most of the students I know who have been admitted have a 90+ GPA and SAT range in about 1200
Thanks @sybbie719 ! I knew you’d come through! The two cases I personally know from my youngest’s class fall exactly into the profile you give. They did get loans but the financial aid package did cover their full need Not the case for most of the others who were accepted to NYU with need. Though, sine top candidates did get full need met packages too
But if OP is HEOP/EOP/SEEK/CD Eligible, s/he needs to follow the $$. As you know you only get one opportunity to get into an opportunity program. You can always transfer in to an opportunity program if there are seats available and you are already in an opportunity program.
If OP lives in NYC/Westchester/LI they can always think about the CCTOP at NYU as it does come with a minimum of 1/2 tuition scholarship.

If OP is interested in Engineering, consider CUNY Brooklyn College for SEEK, and finish degree at NYU through the coordinated engineering program

Two last questions: what kind of loan should I expect? Like 6,000 a year? More? Less?
Does full need cover room and board? Will the price be different if I commute?
“Full need” means that you will get a financial aid package that meets your full financial need as determined by the college. It’s a dollar amount. It COULD cover full cost of attendance (tuition, room, board, and fees), but not necessarily. It depends upon your family’s financial need as determined by the college.
