Economically, I qualify for the HEOP program. However, the program is for disadvantaged students who do not meet the regular Cornell standards for acceptance but have a lot of potential.

I am a URM but academically, I am not disadvantaged. I feel that I have a nice shot for regular admission at Cornell. (2120 SAT, good GPA, etc) So I was wondering if applying to Cornell through the HEOP program would hurt or help my chances.

check to boxes anyways it won't hurt you. i checked them and i don't qualify academically or financially. i think it helps more if you are a nys resident also.
