Does HEOP hurt your chances of getting accepted?

I am thinking of applying for HEOP for Cornell but I have a question..

If I am, for some reason, rejected by the HEOP, am I at a lower chance of getting admitted into Cornell by regular admission?..

I am asking this because I thought maybe by getting rejected it shows the university that I need financial aid but haven't received it, aka I might not be able to pay the tuition for the college.

thanks for your help! :)

If you apply via HEOP, the state doesn’t pay for your tuition - it just guarantees you the best aid FROM cornell.
As far as I know, the admissions office doesn’t know if you got rejected from HEOP.

Also, if anything, if you get accepted via HEOP, it INCREASES your chances.
