<p>it's an equal opportunity program for kids with lower incomes and i think lower sats etc., NYjeo knows a lot about it, so i'll let him talk.</p>

<p>Yea it is only for NY resident. To be eligible you have to have a low-income and have a SAT score in the range of 1000-1250(CR+M).</p>
<p>Basically because of your financial situation you are "academically disadvantage". That is where the program came about. </p>
