High School "Leadership": Important?

I'm a high school junior, and I have tried and tried throughout school to be elected and put into positions which demonstrate "leadership". Club presidents, VP's, treasurers, team captains, yearbook editor, etc. Problem is, at my school, everything is nominated/voted on by students, and everything becomes one big popularity contest. Even the teachers are extremely biased, especially since I've never had a sibling in their class and I'm not a kiss-up, but I do get awesome grades and have a good attitude. Anyway, it's frustrating that I never get positions I am qualified for, especially because of the way colleges look at "leadership". My question is whether it makes a dramatic difference if I am simply in a club, or an elected officer, etc.? Will it be frowned upon by good schools if I don't have high ranking positions in high school?
