high school matriculation

ok, so I'm a us citizen abroad.
the country i live in has official matriculation tests that are divided among the last three years of high school, and the official document (diploma-like thing) is only given out around january, the year AFTER graduation. I want to apply to college in senior year with the matriculation grades I already have from my sophomore and junior years+ predicted grades for the senior year matriculation exams ( i noticed that the common application has a column called "predicted grade" in the international supplement.) but the thing is, they also ask (in the common application) when the official scores will be available to them, and although i will know the scores before january, i'm assuming they mean the official document- and that would take a longggg time.

I'm wondering if they will request my high school report cards from all three years because they will not feel satisfied with the portion of predicted grades, even though they say that applicants from countries which have official matriculation exams needn't submit yearly report cards.

does anyone know if the time of availability of the official document of the matriculation results is a factor?

What I would do is: Submit the grades to them as soon as they come in (a letter on school letterhead, signed by the principal, maybe?) and then submit copies of the official document when it arrives.
