I had a general question

if i go to a public university out of state

if i get an apartment in that state and live there first year ( which they allow) then the second year will i be a resident of that state and be eligible for instate tuition?

depends on the state, but probably not. Public U's all have their own way of determining residency, but unless you are completely independent (not on anyone else's taxes), they usually don't "fall" for this (or everyone would do it, of course!) You'd need to look at the residency questions on the application for the university...that will give you an idea of what all they look at. UNC's app has a whole bunch of questions....how long we paid income taxes, real estate taxes, etc....
