How competitive is the Art Portfolio Review?

It says that if you want to change your major into Art, you MUST submit a portfolio. I know that if you are freshman and you declare yourself as an Art Major, you are not required to submit a portfolio. But if you are a transfer student or you change your major, you are. So I was wondering, how COMPETITIVE is it if you submit a portfolio for the review and you are changing into the Art Major? Do they have a limited amount of spaces? Are they very picky? Is it difficult to be accepted into the program, or are you likely to get in? You know how there are majors who have a limited amount of seats? That's what I am wondering. And what exactly are they looking for in the portfolio?
Anyone who could clarify this all for me is my hero, seriously.
THANKS!
