How difficult is it to get the National Buckeye Scholarship?

It says those that get a 28 ACT and are in the top 40% of their class are considered, but everyone I know who goes there says they all got it and it is very easy to get. Does that mean anyone with these stats automatically gets it or how are the people chosen? Thanks

The beauty of the National Buckeye and the other OOS merit scholarships offered by Ohio State is that if you meet specific criteria and submit your application before the November 1 early action deadline you will receive the scholarship (s), assuming OSU offers you admission. With admissions getting more competitive each year, there is no guarantee that every OOS applicant who meets the specified criteria for the national buckeye will gain acceptance. Also, remember that all required materials (official ACT or SAT score report, secondary school report with guidance counselor recommendation, and teacher letter of recc. MUST be received by OSU before the Nov 1 deadline, or else alloted scholarship money may run out. I know of a few instances where applicants did not get all required materials in before the deadline and they did not receive any of the merit scholarships.
