How do you think this well affect my chances?

I'm a transfer student, hoping to go from community college to SUNY Geneseo after a year. Here's a breakdown of my profile

URM (african-american)
NYS resident (although virtually everyone at Geneseo is as well)
High School GPA is garbage, biggest problem with my app, probably an average in the 70s, which is why I went to community college.
SAT I: 770v/620m
SAT II: 610 U.S history/710 Literature/730 Writing
Community College GPA 1st semester: 3.4 (unweighted, I'm in the Honors program there)

I visited the school last week, expecting to be laughed out of the admissions office, but I had a pretty good talk with the assistant director of admissions, who told me to be fairly optimistic, that she'd be advocating for me, and to send in a mid-year report.

Right now my mid-term report is shaping up to be a 3.6uw. Does this seem like a good enough turnaround from my High School deficiencies, or is it too little too late?
