How hard is it to enroll in restricted courses?

<p>I'm a philo major and let's say I wanted to enroll in an art history course that has a restriction placed for all non-art history majors, how hard will it be for me to enroll? And when do the restrictions open? Like a week before the quarter starts?</p>
