On the UVa courseforum (which students use to rate profs), the politics professors are usually rated very highly. However, there is a shortage of politics classes and professors.
Another option is the Batten School of Leadership and Public Policy. It has its own endowment and has plenty of professors and courses. Students apply for competitive admission during their 2nd year. My son was very happy with the Batten courses, and it was easy to get into the courses he wanted.
