You’re right about taking the SAT more than three times (although, if I remember correctly, it usually looks bad to take it three or more times), and if I’m not mistaken, the same sort of rule applies with the ACT. So I think that taking both tests twice only is fine.
Also, if this makes you feel any better, I took the SAT and the ACT two times each, and that didn’t affect my chances of getting into any of the schools that I applied to.

I think taking both twice is probably the ideal choice.
If it’s not a school that requests all scores then they wouldn’t really know if you took it more than 3 times if it’s a school that superscores.
Take one each in late junior year (but reserve the last SAT test date for SAT subject tests if you are interested in colleges that want them and plan to take those based on your junior year courses). Then, if not satisfied with your scores, do additional preparation for the initially higher one and retake in senior year.
There is evidence that schools do NOT penalize students for taking the test many times.
