I am giving Math 2 and World History. The website says 2 but will I still be in contention with only 2 tests ?
( I'm an international students from India,so it will be competitive)

Yes, if they want 2, you only need to take 2. Don't take more SAT II tests unless you are weak in Math II or World History. They will take the 2 highest scores from the ones you take even if you take 3 or 4. Good luck!

you may want to take three since there are some schools out there that require three

Take three if you plan to apply to Harvard, Princeton, or Georgetown. Also check requirements of specific schools and programs.

AFAIK, the only reason to take more than three, assuming that you selected the correct ones and have decent scores, is if you are home-schooled and need validation of your program. (Although APs would probably work instead.)

I'm an Indian student, they don't offer any AP tests in my city and it will not be possible for me to go to another city to give any AP tests....so is 2 subject tests still enough ??
(I will not give the ACT only SAT)

side note: give = take, right?

i suggest that you take 3, just in case one of your 2 scores are not up to par.
