I go to Orange Coast College and applied to Cal State Fullerton, as a transfer student. My GPA is around 3.0. I have good grades, just have 3 grades that are not so good. I have one W, one F (that will not be counted into my GPA because of Academic Renewal), and one D (I will be re-taking this class). How much will those 3 grades hurt me if none of them are counted into my GPA? Is a 3.0 a decent GPA for a transfer student to a Cal State? I'm in the service area if that helps. Also, all 3 grades were in Math courses. Please help me out!

I don’t know how GPA is calculated in your school, but most likely those grades will still be visible on your transcript, just not averaged in. Try to bring your GPA up.

I have a D+ on one transcript. It’s not factored into the GPA but it’s right where it should be otherwise, with a note underneath it saying, “Course deletion, exclude from credits and GPA”.

I believe Fullerton takes all “in service area” transfer students first until they run out of room. My best guess is that you will get into Fullerton. This assumes you have all the appropriate pre-reqs done for transfer including having passed your college-level math (usually stats or some other post-algebra type class).
