Check to see if there's a volunteer resource centre at the local hospitals (internet or phone book). In the hospitals in my area, one would call the volunteer centre at the hospital, and sign up for a information session. After the information session, one would fill out an application, and wait for an interview and placement.

Many hospitals have programs for volunteers. The hospital where my son volunteered has a director of volunteers. Why not get out the phone book and call hospitals. Ask if there is a volunteer office.

I know a director, she gets turned off by students who call and say they want to voluteer so they can be premed, or put it on their applications. Think of why you want to volunteer, where you might want to be. Think of what you might be able to offer the hospital. Most places are not going to let you shadow a physician right off. If you are willing to help just about anywhere, you might gain experience, meet people and see departments you might want to transfer into.
My son volunteered when he couldn't find a paying summer job two years ago. He was put in the gift shop at one hospital and did a lot of heavy lifting and assembly. The sister hospital heard about him and he helped there. The sister hospital taught him the cash register and he got some sales experience. This summer he got a paying job at the local movie theater because he had the previous experience.
Son is a music performance major, the director told me it was refreshing to have a young volunteer who just wanted to help.
