<p>I believe any oos high school (public too) can become a participating school. They just have to contact Morehead-Cain and follow the instructions/rules for nominating.</p>

<p>"Students attending high school outside of North Carolina must be nominated for the Morehead-Cain in ONE of the following ways:
By selected secondary schools in the United States. Secondary schools outside of North Carolina become eligible to nominate by invitation of the Morehead-Cain Foundation. Interested school officials may request eligibility requirements by e-mailing <a href="mailto:moreheadcain@unc.edu">moreheadcain@unc.edu</a>.
As a sponsored or direct applicant from any secondary school in the United Kingdom.

<p>If you want your oos school to become a nominating school, they can request information from Morehead Cain Foundation. After submitting a request, the Foundation will extend invitations to schools they wish to add to their list of participating schools. Not many public schools so far, but it's worth a try. I would really suggest Texas public schools go for it....that was a mighty large gift given by the Cain family of Texas. ;)</p>
