I am so confused about this letter

My letter was not a "fat" letter, but it says in the first line,
"Congratulations! It is an honor to invite you to join Carnegie Mellon University's Tepper School of Business for Fall 2013."

So I feel like this is an acceptance letter.
(side note- the letter does not have the word waitlist anywhere in it)

But... they sent me 2 papers about what the waitlist was and priority waitlist and such. (The waitlist papers mentioned an application for priority that was not included)

Can anyone tell me if this is normal for being waitlisted by CMU?
Their "Where am I" portal isn't working for me so I can't check the status of my app.

Check thru the CMU forum. Lots posted about this exact letter in acceptance thread for class of 2017

Just call the admissions office. Your situation might be special so you don’t want to go by what has happened to others. An adcom can definitely verfiy whether you’ve been admitted to CMU.

If you applied to two schools, you could have got into one school, and waitlisted by another school. That is my situation. Since I am really into Engineering and have got into other great schools, I replied no to Carnegie Mellon.
