When doing your comparison, keep in mind that Penn State adds a few thousand of tuition in the last couple years for nursing students.

Bloomsburg has had an unusually high pass rate for the RN certification exam. it might be worth a question to find out how they achieve it - to make sure they don’t weed out too many students in the last year.
