For most of the colleges in California, they require students to take a fine arts for a year. If I take fine arts during my senior year, can that be considered me having a one year credit for fine arts like art class.

For UC it will (they look at your senior course schedule). They require 4 years of English so one of those must be completed senior year.

I would assume most (if not all) colleges count senior year classes towards their requirements.

From what I understand as a CA class of 2013, they do not count freshmen and senior classes towards your GPA, but they do count them towards requirements.
