Is your green card actually current? You need to find out if your green card is still valid, because if you have lost that status by spending too much time outside the US, you will be considered an international applicant.

Good. That makes you a domestic applicant for financial aid purposes.

The next thing that you need to determine is whether or not you are an in-state applicant anywhere. Check the policies of the public institutions in the state(s) where your parents own property and/or maintain a legal presence. Sometimes people in your situation do qualify. However, usually they don’t. The other thing to check is whether it would be possible for you to establish state residence on your own. This would require that you move back to the US, find a job, and work and support yourself for a certain period of time. Again, it isn’t possible in every state. In Maryland it is.

Since you are attending a local school, you face some of the same challenges at a truly international applicant. To get the scoop on the situation for students living in India, you should spend some time in the India sub-forum inside the International Students Forum. To find that one, go to the main page that lists all of the forums and then scroll down.
