I attend community college and have applied for the fall quarter 2015 and I received a D in physical geology. Will UCSB, UCI, and UCR accept this and transfer the units?
If you’re trying to meet IGETC Area 5A, you must get a C or better. Your options are to retake it with academic renewal or take another class that meets area 5A.

They could. There are so many factors that make up an acceptance. Remember you’re competing with applicants who don’t have Ds or made them up.
You should be updating your TAU this month with your D grade with possible plans to make it up (Spring or Summer) and perhaps any comments as to why you got the D.
Taking the same class over might be easiest since it’ll be review.
Contact your CC’s Transfer Center and also the transfer admission counselors at the UCs you applied to, for additional advice.

Basically, the units in which you earned a D don’t count but, will weigh down your GPA until you re-take the course with a C or better. If you are counting those units in your 60, they will bounce you. It is also tough to have a competitive GPA with a 4 unit D.
I agree with @Happy2help. You should upddate your TAU with your plans. Do what you can to tell them what happened and what you plan to do about it.

The unfortunate thing is I can’t make up the D because the professor only teaches this class once per year
You can go to another CC or take it online - go to cvc.edu/students/courses to find a CC that offers it online.
