It was the first time I handled this kind of stuff so I didn't know I was suppose to submit the 2013-14 FAFSA, so I submitted the 2012-13 one. I didn't catch my mistake until late March, and I missed my school's priority filing deadline. But does that mean technically I did meet the deadline because I submitted the 2012-13 in January considering that I was confused? My award letter only has Pell grant, no cal grant nor university grant, they expect my parents to take out a 20000 dollars loan and that is just not going to happen, but I really want to go to UCLA, is there any way I can appeal, or something?

You should be calling the schools you’ve applied to, and FAFSA, if you haven’t already.

No, you did not technically meet the deadline. You missed the deadline. To meet the deadline you would have had to file the correct FAFSA.

This has nothing to do with FAFSA or the individual schools. The OP missed the deadline for Cal Grants. The only recourse is to file an appeal with the California Student Aid Commission (CSAC). The OP can find the appeals form here.

If the appeal is unsuccessful, the OP, assuming he or she is graduating from high school this year, has the option of reapplying next year. Students have up to one year from the date of their high school graduation to apply for Cal Grant entitlement grants. That gives the OP until next year’s deadline to get his or her application filed properly.

Unless the OP’s appeal as granted, the only awards still available for the 2013-14 school year are for community college students. They have a second deadline of September 2.

The OP can look here for more information about Cal Grants, deadlines, and appeals.

Thank you for the reply everyone!! I am filing in an appeal on monday since post offices dont open on sundays. I was wondering how long do I have to wait to hear back the result of my appeal, and will they email me to notify me? Once again thanks for the advice/help guys, really appreciate it

Here’s the contact info for CSAC. If you have questions about the processing time for an appeal, you should call or email them and ask:
