<p>i don't think that sat cr and wr correlates with the ibt toefl as toefl is just for proof of english proficiency while sat is for a lot more than that. and it's a lot harder to get a sat cr 700 than a toefl ibt 115 imo.</p>
<p>As gramblingscholar said, the two tests measure a different set of skills. The SAT will ask you vocab questions about words that many American students have never even heard of. The TOEFL, on the other hand, has you ask for directions and summarize a classroom conversation. </p>
<p>Colleges generally determine their own TOEFL cutoff and the "equivalent" SAT score. Once you are above that cutoff, your exact TOEFL score does not matter.</p>
