I screwed up my first 3 semesters in high school (2.1 GPA), but I’ve been getting many awards, got very high PSAT and PLAN scores, and have gotten all A’s this semester. If I continue the trend of all A’S, and get a high score, what will my chances be? I’d like to apply to UW.

For big flagships, your GPA 9-11 is what counts and nothing can make up a 2.1 in three semesters - if you got straight A’s now on, you’d only have a 3.0. That’s pretty good and with a high ACT/SAT score opens many possibilities but it wouldn’t be enough for two of these three UW’s.
My advice would be to aim for a CC, perhaps starting by taking dual-enrollment classes senior year, and choosing a CC that has a guaranteed transfer system to your state flagship.In that scheme, ALL your grades will matter but grades junior-senior year will weigh more than freshman-sophomore, and your CC grades will weigh more than your HS grades, giving a chance to show you can manage straight A’s.
If you truly get a 3.0+ and a very high ACT or SAT score, you can however get a full-tuition scholarship at some big universities, including flagships, for instance Ole Miss.
You are a freshman? If so, you have plenty of time to improve your GPA, and can raise it much higher than a 3.00^^^. It won’t be easy though, you’ll need to take a serious life commitment to academic excellence. But, with the right determination and motivation you can do it. I’m not sure what university you are referring to, but regardless of what it is, you definitely have the time to improve to whatever the average “academic achievement of admitted students” is at that school.
My freshman year I ended with a 2.83 GPA, by junior year I had a 3.8 GPA and a 3.9 GPA by the end of senior year.
