<p>I think fhg is right, you usually can submit the application on the day it is due (be it 7pm or whenever). However, remember that there will probably be a LOT of people submitting it at the last possible second, so if you can get it done sooner, that would probably be better (sometimes servers get really busy because a lot of people submit as late as possible).</p>
