<p>First, there is a preference for junior year transfers so sophomore year is not that easy for anyone. Second, for second year transfers, which consider test scores and high school record besides college grades, there is a preference for those who would likely have been admitted freshman year if they had applied. That preference does not apply to junior year transfers, for which college grades, and not high school record or test score, are key. Third, for any transfers, there is a preference for in-state residents (for freshman admissions out-of-state are evaluated on same basis as in-state). Fourth, transfer admission rates, even for juniors, are usually less than 50% (except for engineering which is usually higher than that) and significantly less than that for sophomore year. To transfer second (or third year) you need to meet minimum course requirements for any particular major to which you are applying and those requirements can be found in the transfer handbooks in the transfer section on UIUC's site.</p>
