I'm a student currently attending community college in California, and I will be completing my IGETC requirements for transfer to a UC or CSU next semester (Spring 2013). Thus, I was advised by my counselor to begin filling in my transfer applications for Fall 2013. CSU schools demand that transfer students must have 60 transferable units before they transfer, but I will only have 51. Do I still need 60 if I complete all of the IGETC courses?

On the UC website, it says this about Igetc: "The Intersegmental General Education Transfer Curriculum (IGETC) is a series of courses that California community college students may complete to satisfy the lower-division breadth/general education requirements at both UC and the California State University." So does this mean that completion of IGETC overrides the 60 unit requirement?
