I'm in a peculiar situation

Hello, I'm currently in a situation that I need some advise on. In fall semester 2012 I started attending a private university out of state. I'll call it University A. I was apart of the yellow ribbon program at A, and so my tuition would have been primarily paid for by the VA. It all seemed like everything was in place, but then some issues arose and I was forced to leave A just a few weeks into the semester. I planned to return in spring semester, but still had a fee on my account from fall so could not register.

Throughout that entire ordeal I paid a small amount on the fee that A charged my student account. I was told I had to pay half of the semester's room & board cost because no one else was put into my dorm. Fast forward to today, I still have around $3K to pay off. The problem though is I've already separated from A, am paying the fee, but want to attend another university ( University B) this upcoming fall semester.

This all leads to my question: can I, or should I, submit my application to B for fall admission despite not having a transcript? I did not complete any courses at A; however, I did attend A for a short time, and had my grants & stafford loans from my FAFSA going to the university. Given this, and the fact I had to list previously attended universities in my application, University B will know I attended A.

I don't want to wait another semester until I have the fee from A paid off in order to retrieve my transcript for B. But is this my only option, or will me pretty much having zero credits mean I can still apply and attend B while paying off A's fee?

Thank you for reading (and hopefully responding)! :)

If you did not complete anything, there is nothing to submit. So, no. You won’t submit this transcript.

Thank you for your reply. I figured that, but then I was worried University B may need it for some sort of administrative purpose.

Before you accept this advice, consider the following:

Colleges search for past college enrollment here:

[National Student Clearinghouse](http://www.studentclearinghouse.org/)

The fact that you had Federal FA at school A means that it will be highly likely that school B will be able to trace your enrollment there.

The CA for transfers states:

You attended college A. It’s not possible to tell from your OP if you withdrew before the drop date, or if you received a W or a failing grade; but whichever is true, you did in fact register and attend.

^^Thank you. I had already planned on telling them I attended another university. I was just unsure if they’d need my transcript despite the fact I dropped all of my courses before the end of the add/drop period (sorry I left that out).
