In state, Out of state, or International?

Hi,
I was wondering how to apply for colleges, as in state, out of state, or international?

My family and I are US citizens, but we moved to Dubai when I was in 6th grade to be expats. We moved back to Texas in my 11th grade year. Next year, in 12th grade, would I be applying as in-state, out of state, or international? Thank you, I wish to know for financial purposes.

Texas — instate rates — American citizen

“Residency for admission and tuition purposes at a public college or university in Texas is different from residency for voting or taxing purposes. To qualify as a Texas resident, an individual must 1) reside in Texas for one year prior to enrollment and 2) establish a domicile in Texas prior to enrollment.”

You are In-State for Texas, Out of state for universities outside of Texas. You are NOT an international student.
