Anyone have leads on public colleges/universities that may award in-state tuition to non-state resident students they’re looking to attract? I know U Georgia does. Any others? We’re not expecting any financial aid, but our son has a 3.85 GPA, 1510 SAT score, so exploring this possibility.

I feel like you should check on Missouri and Mississippi.
I can’t speak to the other Texas universities, but Texas A&M has really cut back on the out of state tuition waiver. They changed the waiver from needing to be awarded a $1000 scholarship to needing a $4000 scholarship. Unless you are National Merit, it is VERY difficult to get that amount from them.
Yes, UT and TAMU are now almost out of the running. But there are many more universities in Texas :).

FWIW my D18 was offered an OOS tuition waiver from UT (along with a $1000 merit scholarship), though she decided to go elsewhere. We were very surprised as we didn’t even know about the possibility. But the key thing was that she was admitted (by audition) for dance. She had excellent stats (4.0UW, 35ACT, top 2%) but wasn’t an NMF. I’m sure it would have been a different matter if she had been competing with applicants outside the College of Fine Arts (each college has only a handful available to give out).
Utah (where she is attending) offer some scholarships for the first year so that students can get residency and in-state tuition in subsequent years. These go to slightly lower stat students than the regular four year scholarships.
Michigan State University awards a tuition grant that covers the out-of-state upcharge on tuition - essentially treating the student as in-state. The applicant must be admitted to the Honors College and have a 33 ACT or 1500 SAT.
Montana State University (I believe based on ACT scores, but you can check if SAT or GPA will work too)
The non-flagship Ohio schools (not OSU or Miami).

Are you sure UGA does? Is the instate tuition award assured for stats? I’m surprised because UGA has so few OOS students because it’s typically not generous with merit. Is this a new thing?
Someone suggested GTech…that would be a no. They don’t award instate rates for strong stats. They don’t need to attract OOS students, they already get enough high stats OOS applicants who are willing to pay. Their merit awards are highly competitive and targeted to those that they think would get into ivies or MIT or helps their diversity numbers.
Ohio University (not “The Ohio State” flagship) offered my D in-state tuition 3 years ago, and her grades were not as good as your son’s.
Some Illinois state schools will offer in-state tuition to OOS students, but IL in-state tuition is kind of high.
Kent State University
